Default Cash Back Debit card option in Europe?

So I was reading that parts of Europe are bringing the cash back option to debit card purchases. For those in the states, you are familiar with this wonderful option. And from reading where it is available in EU, it makes it quite easy to avoid ATM fees. I have never seen the cash back option while traveling in Europe, but I've heard so far that its in Paris and Amsterdam. Anyone experienced this wonderful exchange option, and if so where?

The UK do it, but I think it may only be for UK debit cards...

As far as beating AMT fees, I believe PNC Bank now offers a type of checking account that doesn't charge you fees anywhere in the world. Now the bank in the foreign country might, but it won't be as bad...

So I had read somewhere that Paypal has a debit card option. I have sold things on ebay in the past, so I have a paypal acct. Anyways, you can transfer via internet money back and forth from your checking acct and your paypal acct. the BONUS is that Paypal provides free international atm usage. I know when I use my bank of america debit card in europe, i always get hit with an ATM fee and a international transaction fee or something like that, but it ends being like $9 for an ATM withdrawl. With Paypal, I can just transfer money any time and then debit it for free.
I couldn't be more excited about this, and I hope everyone else benefits from this little bit of budget friendly info

Most debit card features tend to be specific to there country. The Irish debit card doesn't work in England. We don't have a cash back feature as far as I know. There are other (non the big banks) atms in Ireland that say there are no transaction fees you'll find them in shops and petrol stations rather than on the mainstreets. Some of the main banks have gotten rid of transaction fees for their own customers so we're not paying anything but I don't know if that extends to tourists.
