It varies - sometimes its included in the package you buy but other times you have to pay extra for it. Some places do it, some dont.
If your independent and confident enough you can get to the hostel/hotel yourself by public transport and save a few $ but it might be worth it (for piece of mind) if you have just come off a long flight, your tired and cant be bothered orientating yourself.
