Persian.
Techically, they descend from a group called Aryans IIRC (not the Hitler blonde hair, blue eye folks). In fact, damn near every Iranian I've ever met has had blue eyes... Not what I can say for Arabs... but that is a gross generalization.
Do a Google search for Persian anthropology. They may share a common religion in the majority (there is a substantial Christian population in exodus from Iran post-Shah), but they ethnically share little with Arab Muslims.

Weird. I've never met anyone of Persian descent that had blue eyes. And considering many things I've met a lot of Persians.

Its funny, I know three entire families (12 people or so) and they all are loaded with blue eyes.
But that doesn't necessarily mean they all do. Its just an odd coincidence that they do. An observation if you will. Sorta like my mom's family (all Italian) have dark hair, eyes, and relatively dark complexions.
As for ethnic breakdown, according to the CIA World factbook:
