Yeah, UC Berkeley would love to get a former military member into they're programme, I'm sure! My husband would love to go there (except that he hated living in California when he was stationed at Edwards...and that after last spring, he never wants to go to school again...)
I'd imagine Berkeley's Int'l and Area Studies Program would be the same as an I.R. degree, more or less - perhaps with a focus on a particular region. No doubt you'd have to do lots of general IR and PoliSci courses to begin with, and then narrow it down as you progress through the course. I'm really surprised you can't get your hands on a course catalogue - that would give you a much better idea of the classes offered and the prerequisites/requirements for graduation. They might not send them to an APO (though why not, I can't imagine) - could you get them sent to a family member back home, who could then forward them to you (get them to pull out all the PoliSci/IR type stuff, but not send the whole catalog, so you don't end up thumbing through all the med school stuff!) Maybe an in-state address would get a better response?
Sorry you're missing Fasching this year, hopefully you'll get a chance to finally get the full experience next year! My kids went in a parade yesterday, and the little ones totally freaked when they saw the huge crowds (and we're in a little town) and crazy costumes and heard all the blaring music. Just hid their little heads under the blankets and went catatonic 'til I got there and we could get them home! There's no way we could take them to Trier or Koln, they'd flip. Today we're going in another parade, but in just a little village, so it should be a more pleasant experience...and I get to see it too.
