If you want to stay with a local, just go to the bus station in the morning and you'll get swamped with people offering you a room. I paid €12 a night for my own room with seperate shower and entrance in an old ladies house, it was only a minutes walk from the old town as well. I believe there are some hostels in Dubrovnik but I decided to go at the last minute and they were all booked up.
