Welcome to the boards! My husband's brother and his wife are in the Army and are stationed in Baumholder Germany, which is only about 40 minutes from Ramstein. We spent a good deal of time with them over the summer. That party of Germany is super awesome (is any part of Germany not?).
Whether or not a rail pass is worth it depends on how many and what places you want to visit. Eight days in two months means you have 8 days worth of non consecutive travel to use. You can ride the train as much as you'd like in a 24 hour period, and that counts as one day.
Where to go first? It'd probably make sense to head from Germany to A-dam, then to Paris. You may want to make a short trip to Luxembourg and Belgium, just to add some more countries to your list.
Oh yeah, and there's stuff to see (Brugges, Belgium is a great town). You may want to head south from France and visit Spain.
