Here in North America and in the UK and Australia haggling or talking down the price of something is normally done on houses and cars, well you can apply those techniques to buying pretty much naything when your in countries like India, Pakistan, anywhere in the Middle East, open air markets, flea markets and bizarres all over Europe...just give it a shot and the worst the person can say is no, and thats when you walk away and get the item somewhere else.

Some techniques:

Don't look to interested in the item, what i mean is don't jump up and down shouting "woo-hoo i have been looking for one of these for ages" because the prices just went up 20%

I the sales person refuses to haggle, then walk away, chances are they will call you back.

Start low, drop the price by 40% and let the games begin

Be confident, don't hum'n-ha over the next price you want to say. just say it!

Telling the sales person, I can get it cheaper down the way, will help with the cheaper price.

With a little practice you should be able to save from 10-50% on items when you haggle...try it out, its fun aswell....

I agree. Never pay the price that they´re asking for up front. When you ask how much an item is, give a bit of a frown and put the item back down. When you start to walk away, the vendor will then try to re-close you with a lower price. Still giving them your poker face will bring the price down even further. Like CD said, you can get up to 50% off if you don´t look so excited right off the bat.

Anytown in Mexico, or your local chinatown streetmarket will be a good place to practice.

Yard Sales and Garage Sales and Flea Markets also great for some practice, you could save a ton of $$$ if ya get good at it. B) :D B)
