Adobe Photoshop.
It is a quite useful albeit complex program to use. They have entire courses and books on it alone. It is expensive too. It is around $300-600 USD depending on the abilites you want last I check. Of course there is the free way to get it....
I suppose it really depends on the type of editing to want to do. If you just want to crop the pictures or simple stuff Paint Shop Pro from Jasc Software will do and the trial version will last 60 days. Google it.
If not then you better get crackin'! I think Omisan is a photoshop guy so ask him maybe?
Good luck with it all!

As far as I'm concerned, Photoshop is THE image editing application to have, no matter at which level you're performing image editing. I'm of the mindset that it's better to have more power and not need it than the converse...
That said, if you're simply cropping/resizing, there are plenty of cheaper alternatives that are fine, as Foo has mentioned.
But if you're doing color correction, changing levels/contrast/saturations/etc., there is no better investment than Photoshop. On top of that, as a student, you can get a killer deal on it.. In the US, for example, students can buy Photoshop for less than $150 via student stores. Of course, for most students that's a load of cash, but for such an essential tool, I think it's very worthwhile.
The other thing you'll want to look into is a scanner capable of doing transparencies (film) - which is much better than simply scanning photos. You can put in your negatives to get the photos into your computer, and it's soooo superior to reflective scanning, you wouldn't believe. Either put a scanner w/ transparency into your budget, or find out where you can use one at school

I use Photoshop as well, and though the version I was trained on is outdated, its still my favorite editing tool.
Now, there is/was such a thing called Photoshop Lite, that gave you the most popular functions of PShop. That was less than $100.
There's also some other stuff out there. Paint Shop Pro is popular and easier than PShop. Lot cheaper, too.

You can also download a trial version of Photoshop free for for thirty days. Check it out here: Adobe Downloads
The "home" version of Photoshop is called Photoshop Elements, btw.
Also, if you head to Asia you can find some good deals on software. Not that I would know.......

Beijing, huh? Well, you can get a "legal" copy of Photoshop for under $5 US in China. Just make sure you get an English version.

I just bought my replacement mac (my G3 is going tits-up) so I'm all tapped out, bud...
Photoshop gives you the most powerful tools (it's what the pros use, and there's so much you can do with it, you oughta take a class to be really proficient)
Because it's a pro tool, you might have some real problems learning to use it right off. If you do get the hang of it, however, it's waaay worth the effort.
If you're doing simple color corrections, crop, rotate, stuff like that, it's too much to invest. There's others out there, like the JASC one that will do most of the same. (hell, I hear Picasa, free from Google, is a pretty decent one)
