Default Mobiles in Romania

Have a friend who is going to Romania, wants to know what to do about a mobile.

Really she wants to use it to call home, I'm not 100% sure if she wants to use it to call in country. That i need to find out. However, whats the mobile scene in Eastern Europe?

Never having been there, I can't say anything about service/reception, but I think Romania was on the list of countries that get free incoming calls on sim cards from either of these places:

www.telestial.com
www.cellularabroad.com

Getting service/reception might be another issue, but with a gsm phone & an international sim card, she should be able to get free incoming calls from what I can tell.

Depending on if her phone is tri band or quad band, etc...it may or may not work in Romania. If she wants to recieve calls from Romanian numbers, I can't imagine a Romanian SIM card costing more than 5 USD. If she wants to call home it only costs 2 cents a minute to call the States from skype.
