GOOD QUESTION and a tough one.
OK - here is my secret Chinatown parking... its is a little difficult to find, but worth it.
Not sure how you're getting in the city, but you need to go to Spadina and Queen, and head north on Spadina toward Dundas. Before Dundas on your right side you'll see a Green P parking garage/little street. Turn into that street but NOT INTO THE PARKING GARAGE.
Go down the street, and right after you make the turn, make a RIGHT into a little alley - at the end of the alley is a cheap and relatively unknown parking lot.
Other options, if you are willing to pay a little more, there's parking on Wellington & Simcoe (just north of lakeshore), as well as tons of lots of king street.
But try to find the secret parking =)
