A friend of mine works for a timeshare exchange company (SFX-resorts), and yes, they do have timeshares in Europe
A good place to look is the "vacation rentals" section at www.craigslist.org - they have a variety of cities you can look at, but the vacation rentals are always a hodgepodge, wherever you look. (I.E. in the San Francisco listing, you'll find stuff all over the world, and if you look at the UK listing, there'll be stuff in the States - depends where the poster is from.)
