I'm surprised Milan is as bad (or is it the top polluter?) than places with heavy polluting factories. I'm sure I've seen worse in 3rd world countries that have allot of manufacturing. Poor show from an EU member state, we've been made bring in all sorts of anti-pollution measures which the Italians obviously can't be bothered adhering too. It's not the first time they've been called up for being below par. I can think of at least one other instance where they where not meeting EU standards in food and had to be threatened with export bans.
