I am planning to go to Austria, Germany, Italy and the Netherlands and maybe Belgium in late march or early April and was wondering if it is good time to go or if everything is not opened yet. I thought it's a good time to go because it's before the summer horde takes over the musuems and hostels and the airfare is cheaper.

Yeah, that'll be a great time to be in that part of the world. A few attractions (river cruises, that sort of thing) and some smaller hostels/guest houses might be closed yet, but by and large most everything will be open and not packed. The only thing to consider is the date of Easter (I don't have a 2007 calendar handy) because the week or so either side, just about every school child will be either on holiday or taking a field trip, so hostels can book up pretty fast - it's not a bad idea to book Easter week way early.

The weather will be dodgy, but it's fine if you wear layers and have waterproof shoes.

italy will be at its best, its not hot or overcrowded and the spring here is sensational.
austria and germany ay have some places with a bit of snow lying around, mainly up north. Belgium and netherlands never seem to change, cloudy.
also you wont have to pay peak season prices either.
